Born in Rattewal, District SBS Nagar, Punjab on 18 June 1956. Educated at Village Govt. School. B.Sc. Agri (1977) and M.Sc. Agri. (1980) from Punjab Agricultural University, Ludhiana; and Ph.D Agricultural Economics (1984) from IARI, New Delhi.

Member, NITI Aayog, New Delhi 2015 to date.

Professor of Marketing, PAU, Ludhiana, 1995-1996; Principal Scientist, National Centre for Agricultural Economics and Policy Research (NCAP), 1996-2002; Professor & Head, Institute of Economic Growth, University of Delhi, 2002-2004; Principal Scientist, 2004-2010, ICAR National Professor, 2006-10, and Director, NCAP, 2010-15. Visiting Professor, University of Wollongong, NSW, Australia (2000) and Visiting Fellow at Institute of Developing Economies, Chiba Shi, Japan (2003). Consultant, FAO, UNDP, ESCAP, UNCTAD and World Bank; Member or Chair of several High Level Committees constituted by GoI; Represented India as Technical expert in High Level Delegation for various Inter-Governmental meetings like G20, SAARC, UN-ESCAP and FAO.
