Guidelines for developing Status/Strategy Papers/Policy Brief

Scientific / Technical

  1. The topic for developing Status/Strategy Papers/Policy Brief will be decided by the Executive Council (EC) of the Academy
  2. The EC will also identify Fellow as Convener to prepare the identified document.
  3. The Convener will develop a brief background paper (about 5 pages) within 6 weeks identifying the areas requiring deliberations.
  4. The background paper will be send electronically to the Fellowship inviting their suggestions/observations.
  5. The Convener will suggest names upto 30 experts in the area of deliberation from the Fellowship as well as outside Fellowship including the specific stakeholders in different ministries/organization and the final list shall be approved by the President.
  6. The Secretariat will invite all the experts by name to participate in the meeting on a date suggested by the Convener.
  7. The Convener will submit a two page Executive Summary of the deliberation within 7 days for inclusion in the NAAS News.
  8. The Convener will develop the document within three months of experts meeting.
  9. The document will be edited and published by the Academy.


  1. The programme shall be for one day duration only.
  2. The programme, if necessary, may also be organized outside NAAS Secretariat as per the convenience of the Convener.
  3. There shall not be any poster session.
  4. Normally the President or Vice-President of the Academy depending on the availability is expected to Chair the session. If none is available, the Convener shall Chair the session.


  1. Total budget to be provided by the Academy for organising the deliberation may not ordinarily exceed Rs. 1.00 lakh of which not more than 50% would be used on TA/DA.
  2. Preference may be given to the participants who are generally self-supporting.
  3. For those invitees not having any travel assistance, the Academy shall provide financial support for their participation.
  4. Travel support for air journey(s) shall be limited to the economy class fare, as applicable, (Apex fare/discounted fare/senior citizen discounted fare) of any Airlines. The participants are expected to arrange their tickets soon after the invitation. They can also avail the Secretariat’s help, if needed.
  5. For journey(s) by rail, actual expenditure shall be limited to AC II Tier.
  6. Expenditure on road journey between places connected by rail shall be limited to AC II Tier fare.
